Proposal for a Turnkey Wastewater Treatment Plant (WWTP) & Independent Utility Engineering Package

The Government of Grenada, acting through Polaris Development Company Limited as the Employer, is developing a climate-resilient smart teaching hospital of approximately 250 beds, providing secondary care and select tertiary care services to Grenada and the wider Eastern Caribbean. The Hospital will be constructed over 24 months and anchors the 84-acre Hope Vale Medical City, a planned centre for medical and retirement tourism, health sciences research, and biotech initiatives, combining healthcare facilities with residential, recreational, and commercial amenities.

This Request for Proposals is for the turnkey Engineering, Procurement, and Construction (EPC) of a centralized on-site Wastewater Treatment Plant (WWTP). The Employer is seeking a qualified partner to deliver an end-to-end, ready-to-operate utility solution focused on total effluent resource recovery. The plant will process campus wastewater into high-quality treated effluent used entirely for environmental recycling and water circularity across the master plan.

Scope Highlights

• Independent load modeling and validation of the preliminary sizing baseline
• A complete turnkey treatment facility, from detailed engineering through procurement, installation, and commissioning
• Advanced tertiary treatment for the removal of micro-contaminants, including antibiotics, pharmaceuticals, and PFAS
• Engineering guidance on campus-wide water reuse, covering irrigation, dual-piping networks for non-potable applications, and the feasibility of groundwater artificial recharge
• Wastewater infrastructure for a temporary worker camp of 700 to 1,000 workers during construction, with a phased strategy for scaling into the permanent facility

Effluent quality must meet or exceed the Florida Minimum Standards for Reclaimed Water Irrigation.

Who Should Apply

Firms with a documented record of delivering turnkey centralized treatment facilities, including experience in the Caribbean or comparable small-island environments, and with regional personnel available for troubleshooting, maintenance, and local operator training.
