Proposal for a Comprehensive Campus Water Production & Independent Utility Turnkey System Implementation.

The Government of Grenada, acting through Polaris Development Company Limited as the Employer, is developing a climate-resilient smart teaching hospital of approximately 250 beds, providing secondary care and select tertiary care services to Grenada and the wider Eastern Caribbean. The Hospital will be constructed over 24 months and anchors the 84-acre Hope Vale Medical City, a planned centre for medical and retirement tourism, health sciences research, and biotech initiatives.

This Request for Proposals covers the Water Production and Supply Strategy component of the development. Grenada's water sector faces seasonal supply variation, extreme weather exposure, and heavy demand on the municipal utility, NAWASA. The campus and wider Medical City must therefore establish an independent framework for a secure, resilient, and self-sustaining water supply. The Employer is seeking a strategic partner to deliver, implement, and commission a complete turnkey water utility on campus, with firm commercial pricing.

Scope Highlights

• A completely independent water production, treatment, and distribution framework capable of supporting the full master plan
• An exhaustive index of candidate production pathways and treatment methodologies proposed by the bidder, including unconventional technologies that maximize environmental circularity
• Treatment infrastructure capable of producing stable, medical-grade potable water from brackish, raw, or stored sources
• Assessment of a Reverse Osmosis framework using seawater or other viable raw water sources
• Preliminary engineering, sizing, and pricing for two new water wells as an additional layer of water security
• On-site storage and cistern design providing a minimum of 30 days of potable water consumption
• Guidance on rainwater harvesting, greywater recycling, dual-piping networks, and HVAC condensate reclamation
• Water demand forecasting across Phase 1 (hospital, ambulatory annex, central utility plant) and future master plan phases
• Capital cost projections, lifecycle operational budgets, NPV analysis, and payback schedules for all recommended systems

The site sits within the Chemin Valley watershed, where NAWASA operates active public supply wells. Proposals must include contamination risk identification and mitigation measures across construction, commissioning, and long-term operations to safeguard the public aquifer.
