Introduction / Description

The Government of Grenada, acting through Polaris Development Company Limited as the Employer, is developing a climate-resilient smart teaching hospital of approximately 250 beds, providing secondary care and select tertiary care services to Grenada and the wider Eastern Caribbean. The Hospital will be constructed over 24 months and anchors the 84-acre Hope Vale Medical City, a planned centre for medical and retirement tourism, health sciences research, and biotech initiatives.

This Request for Proposals covers the Energy Strategy component of the development. The Employer invites bids to conduct a comprehensive feasibility study of how the electrical and thermal energy needs of the Medical City will be met, with emphasis on renewable energy, high-efficiency technologies, integrated energy management, minimal environmental impact, and reliability. The study will explore the engineering and economic viability of clean energy production pathways, utility-scale configurations, and demand-side conservation frameworks, guiding the Employer on maximizing self-sufficiency while identifying where resource constraints require balanced solutions.

Scope Highlights

The study follows a two-step approach:

Step 1: Feasibility Study, Opportunity Mapping & Technology Review

  • Identification and prioritization of clean energy and efficiency opportunities across the full site
  • Electrical and thermal load analysis covering Phase 1 demands and future Medical City districts
  • An exhaustive index of candidate systems proposed by the bidder, which may include geothermal loops, low-emission cogeneration, solar arrays, wind energy, heat recovery, and concentrated solar power, each assessed for viability in a Caribbean small-island context
  • Phased sequencing recommendations for infrastructure deployment
  • A grid interaction matrix analyzing CAPEX, OPEX, and risk across levels of utility reliance, from grid-tied offsets to total self-generation

Step 2: Technical Solution Lock-Down & Engineering Basis

  • Detailed engineering modeling of the preferred pathways selected by the Employer
  • Capital cost projections, lifecycle budgets, NPV analysis, and payback schedules
  • Resiliency controls ensuring external utility interruptions cannot affect hospital operations
  • A definitive master energy strategy ready to inform construction documentation

Who Should Apply

Firms with a record of executing utility or energy feasibility studies at a comparable scale, particularly for high-reliability environments, healthcare infrastructure, or complex district cooling and power networks, with preference for Caribbean or OECS regional experience.

How to Participate

Full bidding documents will be shared upon execution of a Non-Disclosure Agreement and verification of minimum qualifications.
